The Project
Victoria Centre is in the heart of Paignton. It is one of, if not the largest and most comprehensive redevelopment opportunities in the town centre. The redevelopment of the centre built in the 1970 is essential to the success of the regeneration of the town.
Together with Torbay Council we will work with potential investors to develop proposals for this residential led scheme to include:
- a mixed-use development anticipated to include residential apartments
- a refreshed public square and access to green spaces
- commercial units
- and associated parking (including much improved public car parking)
Funding
Torbay Council have already secured funding, including Land Release Funding. We need around £4.5 million from the Future High Street Fund to redevelop the site. This will deal with the abnormalities of the site including:
- ground and enabling activities
- acquisition
- get vacant possession
- demolition including the older Garfield Road Multi-Storey car park
Project benefits
Redevelopment of the centre will significantly contribute to transforming the town centre. It will create lasting economic and social-economic benefits for the whole of Paignton and wider Torbay economy. It will help to:
- rebase and uplift land values in Paignton town centre
- create conditions for further private sector investment
- drive footfall and spend in the town centre
- support other investment in the town centre specifically Torbay Road and Victoria Street
- improve business vitality and viability
- improve safety and help reduce crime in the town centre.
